Open Forum
Tony McSorley asked if we could speed up the depositing of HOA dues checks as some are taking 8-12 weeks to clear. Also, he noted that the interest & dividends being paid on our investments in the Schwab account are going into a money market account making very little interest rather than being reinvested, and suggested we look into a higher yield vehicle such as a CD or reinvest them. Also noted that the Schwab accounts do not say FDIC-insured as our POA packets indicate. Betty should be contacted to change this information in the POA packets. Anne will make contact with Bill Rubinstein, a mutual fund manager living in Leewood, to start an investment committee after Merrill has had a chance to become familiar with the financial documents.
Leona asked if cicadas were going to be an issue in our neighborhood. Al said we have some young trees that may be affected. See article on Leewood website regarding this issue.
Approval of Minutes
April minutes were read aloud and unanimously approved. Merrill will send an electronic copy to Greg Bellan for posting on the website. February and March minutes not yet available.
Committee Reports
Grounds & Maintenance
Al reported that “Yards Are Us” removed all trees & stumps as expected, except for the one stump at the entrance at Backlick Road. This was left on purpose because it didn’t seem unsightly enough to pay $300 to remove it. He asked those present to take a look and advise as to whether it’s worth the extra money to remove it or cut it down further. Al will be looking at the recently purchased bushes to determine their health and whether it’s necessary to replace them. Recently completed sod work on Muhammed’s house was billed to the HOA by J&M. Al will contact J&M to arrange for direct billing to Muhammed.
HOA
Leona reported that there are currently 27 past due accounts and two are at the attorney because they are three quarters behind. Another three residents are two quarters behind. The group discussed the possibility of reinstituting late fees. Anne will contact Judy Currier to get the background of why we stopped using them five years ago. Anne requested a roster from Leona.
Newsletter
Anne displayed a draft copy of the new layout, called “Leewood Communique.” The first issue will be a double-issue (8 pages). Dune will send his article idea to Jim.
President’s Report
Anne was approached by a resident who is concerned about the possibility of Fairfax County taking over the trash collection in our neighborhood. The County hearing on this issue which took place on May 10, 2004 indicated displeasure from many residents of Fairfax County. A task force has been formed to study the issue for one year. Anyone interested in this issue can become a member of the task force. Anne will call the company that did our reserve study last year to get a price on doing the update.
Vice President’s Report
Dune made contact with Granberry Estates, but no new info to report yet.
Treasurer’s Report
The 2001 audit is completed. Copies will be distributed before the next meeting. The 2002 audit is almost complete; the auditor has all the necessary information to do so. Account signatures have been changed at Wachovia; CD’s & Schwab account not yet changed. The transfer of financial information from Muhammed has been completed as of May 10, 2004.
Secretary’s Report
Ken reported that he is working with VDOT to move the left turn lane on Backlick Road so that it provides safe access to Leewood via Leestone Street. The engineer will make new drawings shifting the lanes and, if feasible, the lane will be moved.
Other
No feedback has been received by any Board member following the distribution of Commercial Vehicle Ban notices to all homeowners. The Board expressed its gratitude to the Lillards for folding, stuffing and mailing all the notices.
One resident voiced his opinion that if the Fairfax County police are going to be allowed onto our property to issue tickets, they should also assume more responsibility for maintaining the roads in Leewood.
