Open Forum

    • Ellie O’Meara shared with the Board her accident experience on Braddock Road near the intersection with Ravensworth Road. Ellie requested that the Board intervene by trying to get a flashing caution light at the grade break on Braddock Road. Ellie will write letter to Supervisor Gross highlighting the problem. Leona will review the letter. We will then try to put the letter in the monthly newsletter and try to get some grass roots support from the community to write to the Supervisor. Also, Leona will send a letter under the Board auspices.
    • Ellie O’Meara shared with the Board her other accident on Bradgen Court. This accident involved another car that was illegally parked. Chris Taylor to write a letter expressing Board’s view as to mutual responsibility for the accident and address fact that the other was illegally parked.
    • Judy Currier brought to the Board’s attention that AAA Trash had called regarding overdue payment. Mohammed’s telephone number was given to the trash service. Judy also mentioned her concern that her ARC notice did not have the Association’s return address on it. The current practice is that all ARC notices go out with a return address label, so either the label was missed in this one instance or came off in the mail.

Minutes

    • Approval of the Minutes of the July’s meeting tabled until next meeting.

President’s Report

    • Monthly duties for August/September were reviewed.
      1. September meeting will include first draft of 2003 budget. Board members are to come prepared with additions and/or adjustments.
      2. Virginia real estate report and certificate renewal due.
    • Regarding homeowner assessments: Twenty one delinquent letters have gone out; three new accounts were turned over to the attorney and one homeowner account has been with the attorney for two months.
    • Reserve Study Proposals discussed. Leona reported back on the results of her contacts with references. Reserve Advisors, Inc. came more highly recommended; the consensus after discussion was that RAI would give us the more useful study. Board unanimously decided to contract with Reserve Advisors, Inc. Leona will contact the company to begin the study.

Treasurer

    • Financial statements reflecting changes through July were presented and reviewed by the board.

Secretary

    • No report

ARC

    • The board reviewed the proposed list of homeowners who have not corrected architectural violations after having received a first letter notifying them of an alleged violation. The board approved the following second letters: Bradgen Court---5256,5262,5266,5277,5278; Bradwood Court---5203,7004,7016 and 7003; Leebrad Street---7015,7019,7036; 5264 Leestone Court; Leestone Street--- 7014,7016,7040,7062,7076,7081. Leona to send out these letters.
    • The board reviewed the proposed list of owners who have reached the stage of requiring a board hearing regarding outstanding alleged architectural violations. The board approved that hearing notices be sent to the following homeowners: 7036 Leebrad Street; Leestone Street--7050,7062,7079. The property at 5259 Leestone was to be given another review before deciding whether a hearing notice will be sent. Leona Taylor to send out certified letters
    • A letter has been sent to a homeowner advising that the cable wire suspended over the back fence from cable junction box needs to be removed.
    • Pam reported a problem where the homeowner has replaced the windows and wrapped the trim with a different color (white) than the existing trim and made the minions the color of the wrap. The owner is upset by the notice that she has received from Pam, apparently feeling that she is being treated differently than other neighbors. It was explained to her that she is only being held to the same standard that applies to everyone. Follow up to be taken as usual in order to effect compliance.
    • Work on 7059 Leestone Street is still in process. This owner has been through the hearing process and has done some repairs, but some work does not yet meet standards.
    • Leona will send notice to the attorney to begin proceedings on 7083 Leestone Street.
    • No contact form attorney regarding the other two cases already turned over to him.
    • A letter was sent to a homeowner regarding dirt being dumped in the common area.

G&M

    • Jim Moshos, the CEO of J&M of Northern Virginia, was present to discuss his company’s services. J&M has been our landscaping contractor going on four years. Al Sanford wanted the board to have the opportunity to meet and talk with Jim. Al has been concerned that by his being the only contact with J&M that we have not fully plumbed the resources available to us through this company. Jim fielded questions regarding complaints and talked about his company. He also made the board aware that J&M does do landscape designing, and watering ($45.00 per hour).
    • Len Lillard’s offer to paint " No Parking" in eight places on the curb on Bradwood Court and at problem spots at the intersection of Leebrad, Bradwood and Bradgen was accepted and approved. Advise Len to have stencil conform to the already-existing look.
    • Board approved the removal of a 15" white pine at the intersection of Leebrad Street and Bradwood Court due to the serious problem of sap being dropped on cars. This tree has been discussed for years as interfering with site visibility at the intersection.

Parking and Traffic

    • Chris Taylor is working on a parking database. When this is complete, he would like to set up a parking and traffic committee meeting.

Website

    • Judy Currier reported that the website was close to completion. She had chosen Hostway for the host of website and said that it had everything she thought that we needed now, so no supplemental service is required. Our domain name is leewood.us. Our list name is "Ourcommunity". Hostway costs $15.95/month; $13.95 if one pays yearly.
    • Judy requested authorization for printing up fliers to be delivered when the website opened. This request was approved by the board.
    • Judy asked whether the board wanted the website to be listed on Fairfax’s list of sites, and the concensus was not to do it at this time.
    • The board decided that they would like functional email addresses, such as "president@Leewood.us". Judy will install the forwarding necessary so that board members and committee chairs will have the emails forwarded from the functional address to their regular e-mail address. The general email for the association will be leewood@leewood.us and that will be forwarded to Leona Taylor or whoever is president.
    • Judy handed out a summary of the options that she had chosen for the list manager, along with the rationale for the choices.
    • The welcome packet, directory, newsletter, and POA documents will need to be changed for the new website address.

POA

    • Reminder to review our present documents in light of recent law changes and update as needed.

Newsletter

    • The President’s message and a few community service articles were submitted.
