December 10, 2002 Board Meeting

Minutes

Open Forum

  • One homeowner passed along the comment that the snow plowing last week was not very good. Board will pass this comment along to G&M chair, and he will call our plowing contractor.
  • Same owner raised a question about the legality of our $900 fees for architectural infractions. President noted that this has already stood up in court in past cases.

Approval of Minutes

  • November minutes approved subject to a few minor changes suggested by President.

President’s Report

  • Notice to all homeowners concerning a potential increase in assessments for the coming year was required to be out at least 30 days prior to start of the new year. We missed this deadline, so assessments cannot be raised.
    • This is not at all a serious issue, because although we were going to put in the right to raise assessments, we were not going to increase the amount actually collected.
  • Assessments
    • Late notices have gone out to 19 owners; two accounts are at the attorney.
  • The reserve study is almost completed and will soon be delivered to us in draft form.
    • We just need to review the partial draft and provide comments.
  • Signs went up informing residents about upcoming trash holidays
  • We have one person for the nominating committee thus far -Barbara Rolling
  • Fourth quarter income tax estimates are due out by 12/15, to IRS and State of VA. Mohammed to follow up with accountant.
  • We sent our insurance information to another agent to look over our coverages.

Vice President’s Report

  • Presented the three estimates for sidewalk work:
    • Decision to go with Brian Pastoric - lowest bidder - subject to review of references.
    • Work might have to wait until spring, due to the cold weather.
    • Can get bid from Hernandez on curb work.

Treasurer’s Report

  • Current budget reviewed
    • No major issues

Secretary’s Report

Secretary not present; no report

ARC Report

  • No report

Grounds and Maintenance

  • Review of 2003 landscape contract
    • Recommends we renew landscape with current contractor at no price increase
      • Motion made and seconded to approve the contract

Website

  • Vice president to provide November minutes for uploading on website

Traffic

  • Stop signs
    • Stop signs suggested for five locations throughout the community
    • Board will review proposed locations next month
    • Traffic committee to make recommendations on height, based on measurements on county stop signs
  • Parking tickets
    • Will use edit suggested by Judy Currier to include a tow date
    • Will include a serial number on the top to better allow tracking
    • Will have a few official ticket booklets printed up, with copies
      • President to price this out at a printer and proceed if prices are not exorbitant
  • Leaking oil notice
    • Tabled until next month when we will go over the suggested revision
  • Parking committee
    • Committee presented recommended parking resolution to better enforce existing regulations and to institute a system calling for hearings before the board for cases of behavior that are technically legal but egregiously selfish and problematic (i.e. a single unit with 5 cars)
      • Judy Currier will have it reviewed by our attorney
