Open Forum

There has been a desire on the part of several residents to have the bright lights at Arden Courts deflected downward. Tony informed the board that Louise Reynolds continues be making some progress on this issue and that a site engineer has been to see Louise and that a remedy may be forth coming. The board had the impression per July's meeting that the issue was dead. It is unclear whether this information pre-dates or post-dates Judy's last update to the board.

Minutes

  • July minutes were deferred a second time to be sure that changes suggested to Ron have been made.
  • August minutes were approved with changes "Reserve Advisors, Inc" instead of "Reserve Home Advisors, Inc."

President's Report

  • Leona requested names of any new volunteers since last month.
  • August/September duties reviewed with the following items being of special note:
    1. Assessment notices for fourth quarter need to go out this month.
    2. Fourth quarter Federal Income Tax assessment due September 15, 2002.
    3. Reserve table update needs to be done in preparation for budget meeting.
    4. October CD maturing. Investment options need to be reviewed. Board approved having Leona look into permissible investments per VA guidelines and email individual board members with results of her review in order to implement a decision. (suggestion by Tony that Treasury bills or CD mutual funds be considered-duly noted)
  • Ten notices have gone out this past weekend regarding past due homeowner accounts. There are three accounts already with the attorney. Two have been with attorney for two to three months; one went to attorney last month.
  • The reserve study approved last month is in process. The reserve company has provided a list of requested documents.
  • Review of the architectural standards manual is beginning with an article that will appear in the monthly newsletter; comments from board or community should be given to Leona.
  • Landscape design proposals still being taken-Leona met with J&M's designer this morning and walked through the community. Proposal to be forthcoming.

Treasurer's Report

  • Mohammed presented financial reports through 8-31-02. Variances between actual and budgeted expenditures were discussed.
  • Discussion of the preliminary 2003 budget for the Association was led by Mohammed. Final discussion and voting on the budget will take place at the October meeting. Please come prepared accordingly.
  • Of particular interest are the reserve items that the board may decide to deal with next year. Items raised and discussed were: (1) Stop signs, (2) Painting parking areas, (3) Sealing and resurfacing, (4) Sealing Leebrad, (5) "Leewoods" entrance sign. (In course of this discussion, it was generally agreed that the Backlick Road fence should be power-washed this year-Action item Al)

Special Projects

  • Chris Taylor is in the process of drafting a letter to Willingham regarding accident that their car was in while the car was parked illegally.
  • Chris cited two or three cases of his awareness of homeowners making architectural changes to the interior of their townhouses. He reported that he had questions as to whether or not these changes were made properly and the Fairfax County building and/or zoning codes. He mentioned a kitchen installation in a basement and a unit being modified for basement rental. It was recommended that zoning regulations be studied with regard to the cases at point and be followed up accordingly violations have occurred. Action: Chris Taylor.

ARC

  • The board reviewed the revised list of owners whose architectural violations have reached the "board hearing stage". (The list approved at the last meeting did not include all affected owners.) The board approved that hearing notices be sent to the following homeowners if the violations have not been corrected: Bradgen Court -5263,5271,5277; Bradwood Court - 7020,7041; Leebrad Street - 7015,7025,7027.
  • Board decided to schedule half of the hearings for the October meeting and half to the November meeting. Leona to send out appropriate letters for hearings. Pictures will be included with the hearing notices.
  • Oil leaks were discussed in the context of implementing a policy that was fair and effective and to move on this relatively quickly. After considerable discussion, it was decided that when a car is identified to be leaking oil a letter will be sent to the owner indicating that they have a week to remedy the problem and take measures immediately to protect the parking surface. After the week is up, if leaking fluids are still a problem, a warning ticket will be issued indicating that the car can no longer be parked in Leewood and will be towed in twenty-four hours if not moved.
  • No update on 7059 Leestone Street
  • Pam Stover to provide Leona with first and second notices on 7083 Leestone Street so that packet can be sent to attorney for penalty enforcement

G & M

  • Dumping is going on in the wooded area at the end of Bradwood Street. Action: A letter will to be drafted reaffirming that this behavior will not be tolerated. This letter to be delivered to all Bradgen Court homeowners whose property butts up to woods.
  • Al reported that the AAA Tree service has completed a tree removal job. He has also spoken with J&M about restoring the island at the intersection of Leebrad Street and Bradwood Court. Work to be done in the next week.

Website

  • Judy reports that our website is up and running. Four hundred forty "hits" reported.
  • Not many have signed up for "The List" which is a feature of our website that enables everyone on the list to get an email message specific to a message - a feature that provides great efficiency in communicating.
  • Judy spoke very proudly of the website that we now have in place and encouraged us to use it. She expressed regret that recent articles on the site, like the "welcome message" and "history of Boot Hill" are now accessible, and many people did not see them.

POA

  • Leona noted that the consumer affairs list needs to be updated.
  • All documents in the welcoming packet need to be read and edited for changes. Action: Leona, Al

Parking & Traffic Committee

  • Chris Taylor reported that committee met this past Thursday, September 5th. Committee is going to meet the 1st and 3rd Thursday of each month. Next meeting scheduled at 7:00 PM at Tony McSorley's home on 9-19-02.
  • It was reported that the main outcomes of the last meeting were that committee was going to work on:
    1. the language in the parking rules and regulations;
    2. creation of a sales brochure for real estate agents that sells Leewood but also addresses our parking rules; and
    3. review with attorney of our rules & regulations and any recent legal developments.
  • Chris reports having completed an inventory (data base) of car ownership in Leewood of 165 out of 195 units.
  • Chris to look into the possibilities of getting Len Lillard to do more stenciling of no parking on the curbs at intersection of Leebrad Street and Bradwood Court (the places on the curb that were talked about and agreed upon in the August meeting).
  • Chris Taylor seeking more complaints and feed-back from the community as regards parking matters.
