December 9, 2003 Board Meeting

Open Forum
Al Sanford reported that residents have called him about the number of vehicles parking with ladders on their trucks. He asked if we want to put limits on it. If there are restrictions in County regulations, then we could say we follow the County. We do need to define a commercial vehicle. Once we define a commercial vehicle, we could add it as a resolution. Chris will take the lead on finding out how the County defines commercial vehicles.
Approval of Minutes from previous meeting
October and November minutes still need to get out.
Al will send September minutes to Judy and copy Anne.
President's Report
Planting committee
Al and Leona contracted J&M and the planting work is underway.
Homeowner correspondence
Two residents raised complaints about parking of commercial vehicles in the neighborhood.
Unregistered / un-tagged vehicles in front of Bill Rubenstein's house; in front of Ron's house now; Chris and Ron are going to tow these vehicles.
Other Action Items
Treasurer: CAI Membership – we have to change the address on file for them from Leona's address. CAI has received our payment, and our membership will start again.
Review of year-end tasks –
- G&M contract – in place for next year
- New Budget - Ron will follow up with Lynn as to whether she sent a copy of the budget to Betty for POAA packets.
- Tax due for 2003 – Mohammed know where to send and how much to send.
- Thursday pick up for trash – no pick up for Christmas and New Years. A notice will be put in the next newsletter.
Nominating Committee
We need three members on this committee. Ron, Chris, and Mohammed's terms are expiring. Lynn might be resigning as well. Attorney on Bradgen Ct., Bill Rubenstein, has expressed some interest. Ron will contact him about being nominated for the Board.
We need two homeowners and a Board member on this committee, at the least. Anne will be the Chairman of this committee. Anne will call Bonnie Taylor to see if she would be interested in serving on the committee. Mark Polutta might be a good nominee. If Lynn is resigning, she has to contact the board in writing, and the Board has to approve replacements for her seat.
Street markings
Ron reported that the Boy Scout troop he followed up on could paint the parking spaces much cheaper than a contractor. Ron will consult the Association's attorney about liability of having kids in the neighborhood doing this kind of work.
We're going to put off this work until we have warm, dry weather.

Vice President
Parking – commercial vehicles, storing a vehicle for more than 10 days – board will read the rules and act; need to be prepared for January meeting to make a resolution; action item – find out what the process is to find a process solution – how can we act? Need to attack the commercial vehicle issue. Chris will volunteer to put something together.
7045 Leestone St. – Barbara – letter about her shutters; ordered the shutters from Home Depot but they were not the right size; asked them to reorder; Chris will let her know to let Pam know

Review of financial statement
We still need to get a copy of missing bank statements for our investment account bank accounts. Mohammed needs to identify what months are missing.
SCHWAB account – Anne will call and get statements that are missing.
2001 Audit – Leona thought everything was in order to finalize this audit. Our Auditor dropped the ball and he has to get us the draft of the audit for review.
2002 Audit – We still have some open items to close. Our Auditor will get back to Leona by the end of this week to see if there is anything else we need to provide.

Need to order postcards.
Need to order envelopes (already with postage on them and return addresses)

Ron will follow up with Lynn to see if she made the investment for the excess money. ($25K investment of money in cash account)

Homeowner Accounts
13 accounts outstanding, 3 of which are at the attorney
Grounds and Maintenance
Credit for getting plantings done before the end of the year goes to Leona. She did an excellent job. Our new plantings have a warranty to them, as long as they get watered regularly.
Al proposed that we pay to have them watered, so they don't dry out. J&M is quoting $45/ watering. J&M watches the water levels and come out, if they feel we need it. If the weather is very dry, they'll come twice a month.
Yards ‘R' Us – Took care of the trees downed at the intersection of Leestone and Backlick from the storm. Have they been paid? Yes. They did a good job.
J&M – Mohammed says we haven't seen a bill for plantings yet. He will double check to see if he's gotten a bill. Al will also call J&M to see what payment they've gotten. They haven't done all the work (J&M) yet, so Mohammed shouldn't pay the full bill until he gets the OK from Al. They don't have a final contract.
Geoscape – Snow removal contract signed. Ken Duffy is still our main contact person. We had way too much sand in parts of the neighborhood last year. Al directed them to only sand in icy conditions where there are grade changes – especially on Bradwood Ct. and western end of Leebrad. We can request more sand if we feel it's needed elsewhere in the community. Chris and Bonnie Taylor can be Al's back up contact. Chris will handle the weekdays, and Al will handle the weekends. Al will let Ken know that Chris and Bonnie will be the back-up contact.
Architectural Control
Passing note from 7030 Bradwood Ct. to Leona for delivery to Pam Stover.

Chris confirmed that the newsletter is being sent to Judy. Judy will contact Lynn for a copy of the budget to post.

Will be published before Christmas. Chris will include another notice about trash pickups.

New Leewood directories out by end of this month.
