The meeting started with a presentation by Granberry Estates
developer Russ Rosenberg from Madison Homes on the plan for the
new subdivision behind Bradgen Ct., and its possible impacts Leewood.
One possible impact is VDOT wanting to make Bradwood St. a thru
street for traffic relief in the new subdivision, since it will
only have one entrance off Woodland Dr. The developer suggested
the Board write VDOT and Supervisor Penny Gross’ office to take
a position on this.
The board was against the VDOT suggestion for several reasons:
- Many of the trees behind the Bradgen Ct. fence would have
to be cut down.
- There would be very little room between the new road and
the fence behind the Bradgen Ct. properties.
- There is already too much congestion in the neighborhood
with "cut through" traffic. This would only add
to this problem.
- Judy Currier is going to write a letter to VDOT, telling them
we don’t want Bradwood St. to become a thru street.
- Building for the new subdivision starts in the fall, most
likely (October timeframe)
- At the point where the space between the back of Bradgen Ct.
and the back of the new houses becomes thin, Madison Homes will
look into planting a tree screen.
Meeting convened at 8:26 PM.
Open Forum
Al placed
four cones behind the mailboxes on Bradwood Ct. for children to
use when they’re playing in the street, to slow down cars. There
were concerns providing the cones may expose the Board to liability
if an accident were to happen. The Board decided to take the matter
under advisement and asked Al to remove the cones until the Board
came to a decision on the matter.
Al mentioned
an editorial in the April/May copy of Quoram about the
adversity involved with being a Board, and suggested the Board
members read it if they had the opportunity.
Tony McSorley
mentioned that 7045 Leebrad St. needs reseeding. Al said the grounds
contractor was waiting for rain to stop before he did the work,
to ensure the seeds would root.
Tony also
mentioned reseeding was needed after the tree removal work at
Mohammed Umar’s house. Mohammed will work with Al to see if the
grounds contractor can do it. Al will check with the contractor
for their bid, and Mohammed will pay the contractor for the work
directly.
Tony reported
neighbors on both sides of 7039 Bradwood have clogged gutters
and are overflowing into 7039’s yard. Ron suggested the resident
talk with his neighbors to resolve the issue. Tony agreed to pass
this on to the resident.
Tony reported
that one of our owners was arrested.
Approval
of Minutes from previous meeting
Anne still
needs to send minutes from the May meeting for review by the Board.
President’s Report
Ron asked
when the spring walk through was scheduled. Leona agreed to follow
up with Pam Stover about her schedule for the walk through. Leona
will also ask Pam to respond to one of our homeowners who felt
the Architectural Review Committee was "falling down"
on the work.
Leona agreed
to call the Association’s attorney regarding the 7058 Leestone
St. court case and its outcome.
A resident
called Ron and said there were twelve residents at 7059 Leestone
St.
Mortgage companies
are requesting information from the Association for refinancing
requests from our residents. Al will talk with Betty Lillard about
responding to these requests.
The Reserve
study has gone through its final review by Ron and Judy.
Our sidewalk
repair has begun. We’re paying Brian Pastoric $7600 for the work.
We’ve paid half at the beginning of the work and the other half
when it’s finished.
One of our
residents mentioned that the sidewalk contractors used her water,
without her permission, and left pieces of masonry on her lawn.
Al agreed to talk with Janet about the situation, and Ron told
Al that Janet could call him to further discuss the situation,
if needed.
Ron wrote
a letter to AAA about late trash and recycling pick ups. They
have not responded yet.
Vice President’s Report
Chris gave
an update on zoning regulations as they pertain to occupancy.
- There can
be an unlimited number of people under one roof in a townhouse,
as long as they are blood relations.
- The Association
has to go to health dept for standards on people in rooms.
- Residents
are allowed to have a complete second kitchen in a townhome,
if it’s for family members’ use. If the additional kitchen is
for renters, it is illegal.
- The resident,
before building a second kitchen, must have a letter signed
by the County, allowing for the construction of a second kitchen.
- The Board
can have a county zoning officer come out and do an inspection
in the house we suspect has the second kitchen. The officer
will probably approve the kitchen, after the fact.
Chris spoke
with Leslie Reisinger, a realtor, who suggested outlining the
county’s occupancy regulations in the POAA packet, and ensure
new residents sign off on this before moving into the community.
Chris agreed to draft something on occupancy laws to put in the
POAA packet.
Ron will contact
the person who relayed their concerns about 7059 Leestone St.
and direct them to Chris.
Stop signs
will be installed the weekend of June 28th. Chris put
an article about the stop signs in the newsletter. Chris will
need help with installing the stop signs the morning of 6/28 (rain
date - 6/29). Call Chris for details - 703-354-7744
Chris reported
that there have been fireworks on Backlick Rd. that have sounded
like gunfire.
Treasurer’s
Report
Our 2001 audit
will be completed soon. The Board will need to review it, and
then publish it in the newsletter, place a copy in the POAA packet,
and put a copy in the Association files.
Need to supply
our auditor workpapers to close 2002 audit. This will be completed
after the 2001 audit is complete.
The Association
is paying the correct amount on estimated taxes.
The Association
is showing a $9,000 surplus for this year. Costs for the Reserve
study will be reflected in last year’s financial statements.
Currently,
there are no insurance costs showing up for this year. In addition,
there are no investment gains showing. Lynn is going to work with
Mohammed to rectify this situation.
Our E*Trade
CD has matured. Lynn looked into moving the money to another bank,
but after researching, decided to keep it where it is. We’re going
to get 2.75% on a 36 month CD. Maturity will be 5/25/2006
The Board
needs to send a letter to E*Trade and CapOne, informing them of
who is on the Board currently. Leona and Al need to be removed
and Lynn and Anne need to be added. Anne will draft this letter
with signature lines for everyone on the Board, except for the
Treasurer. We will also send a letter to Schwab, once we’re sure
the last change took affect.
Lynn will
make sure the Post Office gets paid for the use of the post office
box.

Committee Reports
Homeowner’s
Accounts
8 accounts
are overdue, 4 are with the attorney, and one more will go to
our attorney, if we haven’t received their check already. One
account will probably come back, because the resident told the
attorney they had sent their check to him.
Grounds
and Maintenance
We continue
to have drainage issues on Leestone Ct. Brian Pastoric said he
would try to fix the drainage issue when he completes the sidewalk
work. However, Brian recommended consulting an expert. Al will
call water companies to see if they do this type of work.
The Planting
committee is still organizing.
We’re looking
into contractors for painting the parking spaces.
Al presented
proposals for fence repair in the neighborhood. Al recommended
replacement (instead of repair) of the fence parallel to Leebrad.
- Hercules,
Long, and Dominion – three contractors
- Spruce,
pressure treated pine, and cedar – three fence materials
- Cedar is
hard to get, and Al only got one estimate for it. Therefore,
we’re no longer considering cedar.
- Al’s recommendation
is to go with spruce. Pressure treated wood responds negatively
to weather.
- The contractors
will also mend issues with fences installed by Lee fence (behind
Bradwood Ct.).
- Long

- $6,800 (inc. repair of old fence)

– $4,248 (does not include removal of old fence)
- Some
homeowners have had good response from Hercules; Al’s recommendation
is to go with Hercules
- Motion
put forth by Chris Taylor to contract with Hercules. Lynn
seconded the motion. The motion passed unanimously.
- Ron signed
the contract.
We’re having
tree work done in the neighborhood. Some residents have asked
for trimming of common area trees around their homes. We’re also
having the stumps behind Ron’s house ground.
Website
Judy asked
if anyone was able to get feedback on the Leewood marketing brochure
she put together and presented to the Board last month. Lynn said
Kathy Felling, a realtor friend of her, thought it was very well
done. Judy asked the Board if she could have one printed for each
home. The motion passed unanimously to have it printed.
Other
The southern
boundary of the property also has a drainage issue. The Association
couldn’t get permission from adjoining property owner to fix drainage
issue in the past, which was partially on her property. Judy suggested
we take it up with the county, or ask the expert we’re going to
contact about our Leestone Ct. drainage issue if they can do anything
about it. Judy agreed to call the county to see if they could
do something about it. Anne will review the correspondence file
from past years, to see if we have any correspondence on the issue.
