September 9, 2003 Board Meeting
Minutes

Open Forum
Complaints have been made to Ron Filadelfo regarding the apparent
storage of a car on Leestone Street. Previous discussions of this
problem were reviewed along with a copy of the ordinances in Fairfax
County pertaining to abandoned cars. The outcome of the discussion
was that Ron together with Leona would put together a proposal.
Proposal to be brought to next meeting. Other residents who are
known to store cars are to be given a heads up about the Board’s
intention to change policy and prohibit cars from being stored.
Betty Lillard recommended that our landscaping contractor be
advised to avoid mowing on trash days so as not to interfere with
the trash. Al to contact J&M
Approval of Minutes Deferred.
President’s Report
- Updating the directory is at the stage of getting notices
back from residents with listing preferences. Betty Lillard
and Lynn Whalen are coordinating this effort.
- Grandberry Estates—the last report from Supervisor Gross
is that the entrance for the subdivision will be off of Woodland
Avenue but final plans are still pending.
- AAA Trash Removal services continue to be monitored by Ron
Filadelfo. We have been promised better services in the next
two months once some of the company’s employee problems have
been worked out.
- Revisit idea of buying additional software for the website
at next Board meeting.
Vice President Report
- Chris reported having ticketed four cars in the last month.
Recommended that the data base for all legal vehicles in Leewood
be completed.
- Chris reported that two way stop signs have been ordered
for the two stop signs at Leebrad and Leestone Court.
Treasurer’s Report
- Monthy report submitted by Mohammed and discussed.
- Mohammed reported that the 2001 audit should be competed
soon. With Leona Taylor’s help, answers to questions holding
up the 2001 audit were submitted to the auditor on 9-5-03.
- Income taxes are due. Signed return with enclosed check
must be postmarked by Monday, 9-15-03. Action item is for
Mohammed.
- 2002 Audit. Necessary materials for the 2002 audit need
to be assembled and submitted. This action item was assigned
to Lynn and Mohammed.
- Lynn is working on reconciling our investment statements
for May and June.
- Leona brought to the Board’s attention that we are holding
approximately $60.000 in cash. It was recommend that $25,000
needs to be invested so that we get a better return on our
money. The Board approved that Lynn and Mohammed take action
at their discretion to move the money from the Schwab money
market account into Ginny Maes. Leona to convey to Lynn the
Board’s wishes.
- At the October meeting the budget for 2004 will be discussed
and approved. Lynn is putting together the proposed budget.
Board and committee members need to submit to Lynn increases
and/or changes that need to be included in the proposed 2004
budget.
- It was once again recognized that we continue to build up
money that we are receiving from homeowners and that we either
need to follow through with plans for spending this money
or consider lowering assessments.
Assessments Report
Leona reported that there are four delinquent homeowners
that have been given to the attorney. A POA packet has been requested
by one of the homeowner’s with the attorney. Four other accounts
overdue just got reminders.
G&M
- Painting Reserve Parking Spaces. Ron to contact Anne regarding
the status of this project.
- Leona inquired about moving a pine tree near entrance sign.
Al to investigate.
- Planting committee. No progress has been made yet on this
effort. The people who have expressed an interest in being
on this committee are Anne Esquivel, Ann Delaney, Al Sanford,
Leona Taylor. The hope here is that ideas and planning need
to come from a representative group of the community rather
than from one or two individuals.
ARC
- Leona reported that 39 second notices have been sent out
to homeowners regarding ARC violations. These notices were
approved by the Board. Also, Pam and Leona have sent out 70
first notices.
- Cases that have gone through the hearing process on which
there is still not closure were discussed. In all of these
cases the work has now been done but not in the time frame
allowed before fines were assessed. The Board took action
to abate the fines on the following homeowners: 5263 Bradgen,
7050 Leestone, 7059 Leestone and 7025 Leebrad. In addition
to abating the fine on 7058 Leestone, there is the need to
contact our attorney and stop pending legal action. Ron to
make this contact.
- On the property at 7036 Leebrad the Board approved a letter
requiring that the homeowner come before the Board for a hearing
on outstanding violations.
