February 13, 2007 Board Meeting

Minutes

 

Attendance:
Present:
Janet Rourke - President

Convening: Meeting was called to order at 7:35 pm. Meeting was held at 7040 Bradwood Court.

Minutes: A motion was made to approve the minutes of the January 9, 2007 regular meeting. Motion was carried and the minutes were approved as written; signed and accepted for the record.

Open Forum: Pam Stover updated the Board on the status of homeowner accounts. She is in the process of reconciling 2006 and will be sending follow-up letters to those homeowners who have not yet paid in 2007 or who paid the old amount of $135.

Architectural Review Hearings: There was one scheduled hearing for 7050 Leestone Street. However, because the Board meeting date was moved and the homeowner was not notified of the new meeting date, the Board agreed to notify the homeowner that the hearing has been rescheduled for the regular Board meeting on April 10, 2007.
The Board also voted to resume penalties for 7001 Leebrad Street since the repair work on the muntins was not completed by February 1, 2007, the extension date which the Board had approved.

Committee Reports:

Architectural Review Committee: The following motions were made and approved with regard to active ARC violations:

Hearings: A hearing will be scheduled and notification letter sent for alleged violations at the following property: 5258 Bradgen Court.

Extensions: An extension was granted to March 1, 2007 for alleged violations at 7001 Leebrad Street.

Second Violation Notices: A second notice will be sent regarding alleged violations at 7083 Leestone Street.

Financial Report: A balance sheet and budget report were presented to the Board. The Financial Secretary also briefed the Board on the draft audits for 2004 and 2005. The Board also voted to write off an assessment in the amount of $135 for a homeowner who moved out of Leewood some time ago. This had been done without Board vote, but the auditors recommended that the Board formally vote on this type of action.

Grounds & Maintenance Report: The G&M representative was unable to attend the meeting, but submitted the following report for the record. All of the perimeter fences have been inspected and the G&M representative is awaiting a proposal from the contractor. Some fence posts will need to be reset.

The G&M representative reviewed the letter sent to all residents living within 500 feet of the new home construction on Larrlyn Drive. He also contacted the county reviewer who will be sending him a scale size plat. The country reviewer is reviewing the plat the week of February 19, 2007 and will be able to more definitively answer questions at that time. However, preliminary indications are that the change in property lines for the lots indicated on the plat will not affect Leewood.

The G&M representative met with the contractor to discuss additional drainage problems that were left our of his original proposal. The area behind 7031-7045 Leestone Street needs to be repaired and will cost $1500. The problem identified on Bradwood Street will cost $1000 to repair. Two areas were identified as priorities for repair this year: on Leestone Street behind 7006-7016, Leestone Court at 5275. The owner of 5275 has indicated a willingness to pay for the area between the sidewalk and his house in conjunction with repairing the area between the sidewalk and curb.

Old Business: The annual meeting package was finalized and will be sent to the printer shortly.

No reports were given on parking, locking mailboxes or lighting.

Adjournment: The Board adjourned at 8:10 pm.
