Board Meeting Minutes

May 8th, 2007

 

Attendance:
Present:
Janet Rourke - President
Bob Chilakamarri – Vice President

Al Sanford – Chair, Grounds and Maintenance
Leona Taylor – Financial Secretary

Convening: Meeting was called to order at 7:32 pm. Meeting was held in the Phillips School Library.

Minutes: A motion was made to approve the minutes of the April 10, 2007 regular meeting minutes. The motion was carried and the minutes were approved as written; signed and accepted for the record.

Open Forum: There were no homeowners or residents present for open forum.

Architectural Review Hearings: The Board conducted Three (3) scheduled ARC violation hearings, in absentia, that resulted in penalties being assessed effective 1 June 2007 for violations at the following properties: 5258 Bradgen Court; 7050 Leestone Street and 7083 Leestone Street. Motion to assess penalties as stated above was passed unanimously. The Board also voted to forgive penalties for violations at 7088 Leestone Street and 7056 Leestone Street.

Old Business:
Drainage: Still no start date for this project.
Common Area Lighting: Waiting on Dominion Power’s draft a proposal/estimate.
Locking Mailboxes: Research and information gathering continues. Still need to determine which five existing mailboxes are in the worst shape so that they can be replaced with the five new mailboxes currently on hand.
New LHOA Lawyer: Segan Mason & Mason Attorneys at Law have been retained to represent the Leewood Homeowners Association on a “fee for service” basis.

Committee Reports:
Architectural Review Committee (ARC): The following motions were made and approved regarding active ARC violations: Note: as the ARC Chair, The Board President, Janet Rourke does not vote on ARC hearing decisions or other ARC matters requiring approval of the Board.

Hearings: There are currently no cases to be scheduled for hearings.
Extensions: None.
Hearings to be re-scheduled: None.
Second violation notices: There are currently no cases requiring second notices.
First Letters: The ARC committee conducted their spring inspection and issued 113 letters as a result.

Grounds and Maintenance:
- Two estimates were provided for repair of the perimeter fence, each estimate for different and specific portions of the work. A motion was passed and estimates were approved for work.
- Tent or Bagworm infestation was discussed. No action to be taken with the exception of one tree that is right up on a resident’s fence and is causing the worms to drop into the backyard.
- The At-Large member will research noise reduction walls as a possible future alternative to a wooden perimeter fence.

Homeowner Accounts: Report submitted; reconciliation of homeowners account records is ongoing.

Financial Report: A balance sheet and budget report were provided to the Board.

ARC Penalty Accounts: There are currently five (5) cases that will move forward to the lawyers for collection action.

President’s Report: The Eagle Scout Project has been approved. The President will post more information on the website. Other than small tags on our storm drains, this project will be transparent to residents. A letter was sent to Fairfax County/VDOT requesting a left turn lane be considered at Backlick & Leestone as well as a No U Turn sign at Braddock & Leebrad. The draft of the Reserve Study will be out shortly and will be delivered to the Board for review.

Secretary’s Report: The Board Secretary did research companies/methods and get estimates for this work which will include the removal of graffiti on the sidewalk on Leebrad Street. It has been determined that the best method of removal is a process called water blasting which is simply power washing but using water pressure with a much higher PSI that standard power washing. This process is much cleaner that sand blasting and easier to accomplish with regard to moving cars etc. After a walk through, a proposal was submitted by Falcon Water Blasting but it was determined to be too expensive. Another walk through is scheduled with ATS Services. Generic Leewood business cards for board members, committee chairs/members and volunteers still need to be ordered.

New Business:
Entrance Sign: Replacement of the entrance sign so that it reflects the communities correct name – Leewood vice Leewoods will be discussed in the Reserve Study.
