Board Meeting Minutes
October 9th, 2007

Convening: Meeting was called to order at 7:32 p.m. Meeting was
held in the Phillips School Library.
Minutes: A motion was made to approve the minutes of the September
11, 2007 regularly scheduled meeting and the September 18, 2007
special meeting. The motion was carried and the minutes were approved
as written; signed and accepted for the record.
Open Forum: Discussed a Leewood home that had been condemned and
the fact that the residents may have re-occupied the house prior
to it being deemed inhabitable. Legality of occupancy was discussed.
Architectural Review Hearings: There were no scheduled hearings.
Officer & Committee Reports:
President: The President discussed the need to repair sidewalk “trip
hazards” in Leewood. It was determined that this should be
an early spring project. Board At-Large member will research and
get at least two bids. Brothers Paving & Hybernia were discussed
as two possible companies for this project. President also suggested
a fall clean-up day. This idea was well received and so the Board
will work towards scheduling a date, canvassing for volunteers etc.
Secretary: Ongoing discussions with Fairfax county regarding a
left turn lane from Backlick Road onto Leestone Street have determined
that there is a possibility that a left turn lane could be installed
if Leewood residents were willing to give up the right turn lane
on the opposite side of the street and if an in-depth traffic study
deemed it viable based on traffic patterns; safety and other factors
set by the State of Virginia. An opinion poll on this issue will
be conducted via an article in the upcoming issue of The Leewood
Times. Additionally, first attempts were made to run down the approval
authority with regard to getting some type of trash receptacle placed
at the Backlick/Leestone bus stop. After numerous calls, no one
was able to answer the questions…efforts will continue.
At-Large: Seeding of common area grass was discussed along with
the suggestion that we focus on that and back off on tree planting
for 2008.
Architectural Review Committee (ARC): The following motions were
made and approved regarding active ARC violations: Note: as the
ARC Chair, The Board President, Janet Rourke does not vote on ARC
hearing decisions or other ARC matters requiring approval of the
Board.
Hearings: Notification of Hearing letters will be sent for alleged
violations at the following properties: 5262 Bradgen Court; 7036
Leebrad Street; 7076 Leestone Street & 7082 Leestone Street
.
Extensions: One extension was granted for alleged violations at
the following property: 7034 Bradwood Court.
Forgive Penalties: Penalties were forgiven for corrected violations
at the following properties: 7001 Bradwood Court; 7018 Leebrad Street;
5259 Leestone Court & 7016 Leestone Street.
Hearings to be re-scheduled: None.
Second violation notices: Notices will be sent for alleged violations
at the following property: 5280 Bradgen Court.
ARC Penalty Accounts: Six cases are with the lawyers for collection
action.
Homeowner Accounts: The Financial Secretary reported that, overall,
homeowner accounts are looking very good; four accounts are delinquent.
Financial Report: The monthly budget report and balance sheet were
provided. A draft 2008 budget was provided for review and discussion.
Each line item was discussed in-depth and many were adjusted. These
adjustments will be made and a final draft will be presented for
approval at the November meeting.
Adjournment: The Board adjourned at 9:15 pm.
