Board Meeting
Minutes
February 14, 2008
Attendance:
Present:

Convening: Meeting was called to order at 7:33 p.m. Meeting was
held in the Phillips School Library. Note: February 12th regularly
scheduled meeting was cancelled due to inclement weather.
Minutes: A motion was made to approve the minutes of the January
8, 2008 regularly scheduled meeting. The motion was carried and
the minutes were approved as written; signed and accepted for the
record.
Open Forum: No homeowners present; no issues discussed.
Architectural Review Hearings: There were no scheduled hearings.
Officer & Committee Reports:
President: The date for spring clean-up is April 5th at 9:00am &
the Board walkthrough of the community, as a group, to prioritize
sidewalk and road repair; drainage and aeration and generally assess
the condition of Leewood will be March 22, 2008 at 9:00am with an
alternate date of April 5, 2008. Annual meeting details were also
discussed along with the idea of initiating an “adopt a common
area” program.
Secretary: Received a response from Fairfax County regarding request
to initiate a traffic study regarding a left turn lane at Backlick
& Leestone. Response states that the County will submit our
request to VDOT.
Architectural Review Committee (ARC): The following motions were
made and approved regarding active ARC violations: Note: as the
ARC Chair, The Board President, Janet Rourke, does not vote on ARC
hearing decisions or other ARC matters requiring approval of the
Board.
Hearings: There were no Notification of Hearing letters to be sent.
Extensions: None.
Forgive Penalties: None.
Hearings to be re-scheduled: One hearing will be rescheduled due
to the cancellation of the February 12th meeting.
Second violation notices: Second notices were approved for alleged
violations at 7041 Leebrad Street & 7001 Leestone Street.
ARC Penalty Accounts: Four cases are with the lawyers for collection
action. One case is now scheduled for a hearing and one case has
been settled, with an outcome in favor of the LHOA.
Grounds and Maintenance: Estimate for installation of small portion
of fence along Bradwood was presented by the Grounds & Maintenance
Chair. A motion was made to accept the bid; motion was passed.
Homeowner Accounts: No report provided.
Financial Report: Balance sheets provided. The renewal of the Fidelity
Bond was discussed. A motion was made to renew the bond at the current
level of coverage. Motion was passed.
New Business: New business held in abeyance until after the 2008
annual meeting.
Adjournment: The Board adjourned at 8:20 pm.
